When considering Henry George`s paradigm, Korea`s Land Reform can be appraised to have produced positive effects by destroying great estates and making possible, although insufficiently, public appropriation of rent. However, it should be also evaluated negatively, not only because the system of private property in land could be maintained and the objects of the reform were restricted within only agricultural lands, but also because the peasant proprietor system established by the reform involved small private holdings and small farms and could not assure real equal rights in land. Moreover, the public appropriation of agricultural rent was unequal as well as insufficient. The more rapid growth of Korea`s agriculture and the improvement in the farmers` economic situations since the reform were owing to its positive aspects. On the other hand, the concentration of land property into few people`s hands and the steep rise of land prices since the 1960`s were associated with its negative aspects. |
