| 국문 초록 | 19세기 유럽 기독교는 자본주의 발전 속 빈부격차 심화, 계급 대립, 사회주의 확산 등 ‘노동문제’에 직면하며 사상적·정책적 대안을 모색했다. 본 논문은 가톨릭의 빌헬름 폰 케텔러와 개신교의 아브라함 카이퍼의 노동문제 인식과 해결방안을 비교한다. 두 인물 모두 직업자유화와 기계화를 원인으로 지목하지만, 케텔러는 경쟁 심화로 인한 임금 저하 등 경제적 요인을, 카이퍼는 길드 해체로 인한 제도적 보호 상실을 중시했다. 케텔러는 초기에는 기독교의 도덕적 역할을 강조하며 국가 개입을 비판했으나, 점차 국가의 규제 필요성을 인정하는 방향으로 변했다. 반면 카이퍼는 ‘규제가 아닌 보호’ 원칙 아래 노동법 제정, 노동회의소 설치, 노동자의 정치 참여 확대 등 제도적 균형을 중시했다. 이러한 차이는 국가와 사회 영역 관계에 대한 인식 차이에서 비롯되며, 케텔러는 국가를 각 영역을 포괄하는 상위 기구로 본 반면 카이퍼는 영역주권론에 따라 국가를 다른 영역과 수평관계에 있는 조정자로 이해했다. |
| 영문 초록 | In the 19th century, European Christianity faced the “labor question” arising from capitalist development—widening wealth gaps, class conflict, and the rise of socialism. This study compares the views of Wilhelm von Ketteler (Catholic) and Abraham Kuyper (Protestant) on the causes and solutions to this issue. Both identified occupational freedom and mechanization as key factors, yet Ketteler emphasized the economic impact of intensified competition among laborers, while Kuyper highlighted the institutional loss of guild-based protection. Initially, Ketteler stressed Christian moral responsibility and criticized state intervention, but later accepted the need for state regulation to improve workers’ conditions. Kuyper, in contrast, upheld the principle of “protection rather than regulation,” advocating labor law codification, labor chambers, and broader political participation for workers. This difference in their approaches stems from differing views of the relationship between state and society: Ketteler viewed the state as a superior, overarching authority, whereas Kuyper, based on his doctrine of sphere sovereignty, regarded it as a coordinating sphere among equals. |
