본 연구는 신앙기반기구(FBO)에 관한 글로벌 담론과 한국의 원조 수혜-공여 전환의 역사적 궤적을 통합하여, 한국형 국제개발협력(K-ODA)의 독자적 정체성을 규명하는 데 목적이 있다. 이를 위해 브라이언트 마이어스(Bryant Myers)의 ‘변혁적 개발’을 핵심 가치로, 모리스 할브슈(Maurice Halbwachs)의 ‘집단 기억’과 폴 피어슨(Paul Pierson)의 ‘경로 의존성’을 분석 틀로 설정하였다. 연구 결과, 1950년대 초기 FBO들이 실천한 ‘전인적 사역(Holistic Ministry)’은 한국 사회에 강렬한 ‘수혜의 기억’을 각인시켰으며, 이는 공여국 전환기 정책 엘리트들에게 ‘사랑의 빚’이라는 규범적 서사로 내면화되어 한국 ODA만의 독특한 경로 의존성을 형성하였다. 이러한 역사적 경로는 최근 「제4차 국제개발협력 종합기본계획(2026-2030)」에서 제시된 AI·디지털 및 문화 ODA 등의 혁신적 모델로 제도화되었으며, 이는 전통적 ‘전인적 가치’가 현대적 기술 수단을 통해 인간 중심의 변화를 지향하는 ‘담론적 정체성 체계(Discursive Identity System)’로 진화했음을 입증한다. 본 연구는 한국의 사례가 제라드 클라크(Gerard Clarke)가 제시한 ‘변혁의 대리인’으로서의 종교적 가치를 국가적 정책으로 승화시킨 글로벌 중추 국가의 규범적 패러다임을 시사한다. |

This study aims to identify the unique identity of South Korea’s International Development Cooperation (K-ODA) by integrating global discourse on Faith-Based Organizations (FBOs) with the historical trajectory of Korea's transition from an aid recipient to a donor country. To this end, the research employs Bryant Myers’ 'Transformational Development' as its core value and utilizes Maurice Halbwachs’ 'Collective Memory' and Paul Pierson’s 'Path Dependency' as the primary analytical frameworks. The findings reveal that the 'Holistic Ministry' practiced by early FBOs in the 1950s significantly imprinted a 'Memory of Receipt' within Korean society. During the donor transition period, this collective memory was internalized by policy elites as a normative narrative termed the 'Debt of Compassion,' thereby establishing a distinctive path dependency for South Korean ODA. This historical trajectory has recently been institutionalized into innovative models—such as AI, digital, and cultural ODA—featured in the 4th Strategic Plan for International Development Cooperation (2026-2030). This evolution demonstrates that traditional 'holistic values' have been transformed into a 'Discursive Identity System' that seeks human-centered change through modern technological avenues. Ultimately, this study suggests that the South Korean case serves as a normative paradigm of a Global Pivotal State, where religious values—functioning as Gerard Clarke's 'Agents of Transformation'—have been sublimated into national policy. |
