| 국문 초록 | 19세기말 미국의 경제학자 헨리 조지는 토지는 인간 모두에게 주어진 자연의 선물로서 공유되어야 하는 자원이며 그것을 사적으로 소유하는 것은 불의한 것이고 토지의 가장 효율적인 이용을 보장하지 못한다는 이유로 토지사유제의 폐지와 지대조세제를 통한 토지의 공유화를 그 내용으로 하는 지공주의를 주장한다. 헨리 조지의 주장은 다마슈케에 의해 독일 바이마르 헌법에 반영되었고, 쑨원의 삼민주의를 통해 중화민국의 토지이념으로 자리잡았다. 한편 기독교 지공주의자들은 지공주의가 성경의 토지법을 현대적으로 계승한 것이라고 주장하는데, 성경의 토지법은 토지를 평등하게 분배하고 희년법을 통해 그것을 유지하려고 했다는 점에서 토지를 모든 사람에게 주어진 것으로 보는 지공주의와 공통되는 면이 있다고 할 수 있으나, 지공주의는 농경사회에서 산업사회로의 시대변화에 따른 토지소유권 개념의 변화를 간과하고, 개인의 토지처분권을 부정하고 토지의 공유화를 지향함으로서 사유재산권을 침해한다는 문제가 있다. 다만 토지소유권의 제한을 통해 사회의 가장 하부조직인 가족을 빈곤으로부터 보호하려는 것은 성경적으로 정당하며, 이러한 목적 아래 지대조세제도 제한적으로 사용될 수 있을 것이다. |
| 영문 초록 | In the late 19th century, Henry George, an American economist, said that land is a resource which should be shared as a gift of nature to all humanity so that private owning of land is immoral. In his view, despite of economic advances, poverty increases because of private ownership of land and periodic economic depressions are also resulted by owning land privately and accompanying land speculations. He argued that to solve these problems a system of common land is needed and the best plan to achieve such a system is to collect rent fees as 100% Land Value Tax. Georgism influenced in the Weimar Constitution and the land ideology of Republic of China. Nowadays, Christian Georgists argue that biblical land law should be understood as a concept of common land and also presented as an alternative to overcoming the abuses of land ownership system. In the Bible, land ownership belongs to God and is given to human beings by God, thus it must be possessed equally by all. Furthermore, this became institutionalized as the law of the year of jubilee. Obviously Georgist overlooked the changes in the concept of land ownership according to becoming an industrial society from an agricultural society and could be blamed to violate private property by denying personal disposition right or aiming to share the land. But using the concept of limitation of land ownership in the land value tax system to protect the poor strata is correspond to biblical order and land value tax would be restritively used in this context. |
