국문 초록 한국은 헌법에서 민주공화정과 주권재민을 선언하고 이 법의 정신에 따라 국가를 운영하고 있지만, 21세기 현재의 시점에서도 여전히 단체자치 패러다임으로 설계된 지방자치제도로 인해, 주권자인 주민들이 근린자치와 지역자치 혹은 권역자치에 능동적으로 의사결정에 참여하는 것은 어려운 현실이다. 한국이 21세기 인류문화에 선도적인 혁신을 일으키는 나라로 나아가는데 있어, 풀뿌리 민주주의를 근린자치제도 속에 발현시킬 수 있는 것이 그 수단 중에 하나일 수 있다. 한국도 도시화되고 시민의 90%이상이 도시지역에 살고 있어, 공동체가 사라진 현실에서, 풀뿌리 민주주의를 어떻게 어디서 시작할 수 있을 것인가?
바로 이 역할을 근린자치구역에서 할 수 있는 가능성이 가장 큰 조직이 교회공동체 조직이다. 교회공동체는 칼뱅의 종교개혁을 통해 신앙의 개혁만이 아니라, 도시정부와 국가 정치생활 속에서도 하나님 나라의 백성으로 적극적으로 참여하고 사랑과 봉사의 역할을 해야 할 것을 신학적으로 가르쳤다.
한국 교회는 교회교육을 통하여 개인적 영성과 신앙을 적극적으로 가르치고 제자훈련도 한 때 큰 부흥이 있었지만, 세상 나라에 대한 참여에는 무관심하고 소극적이었다. 교회 공동체에서 공동의회와 노회와 총회를 통해 교회 공동체의 자치를 실천할 수 있는 구조와 행태를 실천하도록 하고 있지만, 교회공동체가 속해 있는 세상 나라와 지역사회에 대해서 자치(self-rule)와 민주주의 개혁에는 무관심했던 것이다. 교회 내에서 배우고 경험했던 것을 세상 나라에서 실천하지 않는 개인주의에 빠져있었던 것이다.
그러나 세상 나라는 민주주의로 법제는 되어 있지만, 법을 이용한 반민주적 행태와 엘리트들의 반민주적 인식이 독초처럼 돋아나기도 하고 있다. 이에 교회공동체는 큰 자가 작은 자를 섬기고, 그리스도의 십자가의 정신을 가지고 세상의 문제 속에 들어가서 관용과 사랑의 본을 보이는 적극적인 공민(public civilian)이 되어야 한다. 이것이 공공신학에 새롭게 제시하는 공공성을 가진 시민으로 성도들이 변화되어야 하는 방향성이다.
주민자치에 적극적으로 참여하는 교회공동체, 능동적으로 세상 나라의 리더로서 교회 직분자들이 활동해야 하는 것이다. 주민자치는 풀뿌리민주주의를 참여하고 실천할 수 있는 법률적 공간일 수 있다. 이 공간을 더 이상 행정관리의 통제하에 예속되게 할 것이 아니라, 법률적 기반위에서 시민사회의 공동의회가 만들어지고, 이 곳을 통하여 교회공동체에서 함양되었던 거듭난 성도들의 자치(self-governance)를 실천하고 활성화시켜야 할 것이다.
이러한 논의를 위해 1장에서는 풀뿌리민주주의 방향성에 대한 세상 학문속에서의 한계를 제시하면서, 2장에서 공공신학의 이론적 논의를 통해 지방자치와 근린자치에 대한 시사점을 줄 수 있는 가능성을 논의하였다. 그리고 3장에서 한국 교회의 사사화의 문제점과 이 문제해결을 위한 공공성의 요구가 나타나는 현실을 분석하고 4장에서 공공신학의 논의를 바탕으로 한국의 지방자치와 근린자치에 대한 제도설계의 새로운 논의를 위한 시사점과 방향성을 제시하고 있다. 마지막으로 5장에서는 행정학(지방자치)과 신학의 융복합을 통한 공공성의 확장을 위한 제언을 하고 있다.
영문 초록 In the case of Korea, the Constitution declared democratic republic and sovereign residents and operated the country according to the spirit of this law. However, it is difficult for sovereign residents to actively participate in decision-making in neighborhood autonomy, local autonomy, or regional autonomy due to the local autonomy system designed as a collective autonomy paradigm even at the present time in the 21st century. One of the means for Korea to move toward a country that creates leading innovation in human culture in the 21st century may be to express grassroots democracy in the neighborhood autonomy system. With Korea also urbanized and more than 90% of its citizens living in urban areas, how and where can grassroots democracy begin in a reality where communities have disappeared?
The church community organization is the organization with the greatest potential to play this role in the neighborhood autonomous region. Through Calvin's religious reform, the church community taught theologically that not only the reform of faith but also the people of God should actively participate as citizens of the kingdom of God and play a role of love and service in urban government and national political life.
The Korean church actively teaches personal spirituality and faith through church education, and discipleship training once had a great revival, but it was indifferent and passive in participating in the world. Although the church community is encouraged to practice the structure and behavior of the church community through the common assembly, presbytery, and general assembly, they were indifferent to self-rule and democratic reform in the world country and community to which the church community belongs. They were immersed in individualism that did not practice what they learned and experienced within the church in the world. However, although the world is legal as a democracy, anti-democratic behavior using the law and anti-democratic perceptions of the elite are emerging like poisonous plants. Accordingly, the church community should become an active citizen who serves the small, enters the world's problems with the spirit of the cross of Christ and shows the example of tolerance and love. This is the direction in which saints should be transformed into citizens with public nature newly presented in public theology. Church communities that actively participate in resident autonomy and active as leaders of the world should be operated by church officials. Resident autonomy can be a legal space where grassroots democracy can participate and practice. Instead of making this space no longer subordinate to the control of administrative management, a common council of civil society should be created on the legal basis, and through this, the self-governance of the reborn saints that was cultivated in the church community should be practiced and activated.
In order to discuss this, Chapter 1 presents the limitations in academic studies regarding the direction of grassroots democracy. In Chapter 2, it explores the potential insights that public theology can offer for local and community self-governance. Chapter 3 analyzes the issues of privatization in Korean churches and the emerging demand for public-minded solutions. Then, Chapter 4 draws implications and suggests directions for new institutional designs for local and community self-governance in Korea, based on discussions in public theology. Finally, Chapter 5 offers suggestions for expanding public-mindedness through the convergence of public administration (local self-governance) and theology.
